This incident has been resolved.
Starting Mon, 24 Aug 2020 07:51:45 (UTC), the EMEA analysis system rejected previously unseen file and URL submissions or submissions of artifacts that required new analysis. The cause of the outage was an issue in one of the databases storing analysis details internally.
At 16:42:30 (UTC) the faulty database was identified and taken out of the load-balancing, restoring full analysis.
During the outage, a small subset (16%) of submissions would have been accepted for analysis. In these cases, if a submission was accepted, there is no impact on the analysis.
There was no impact on fetching existing analysis results or querying for known file-hashes in the EMEA data center.
Non-EMEA data centers or on-premises customers were not affected by the outage.
We are continuing to monitor for any further issues.

The impact is that a subset of submissions would have been rejected saying "Unsupported file type". Access to cached analysis results was not impacted.
