Broadcom Engineering has identified and corrected the source of this issue. Provisioning of new Monitoring Policies is now working as expected.

Investigating

Broadcom engineering has identified an issue preventing the creation or modification of monitoring policies configured with an alert profile that contains voice or capacity conditions.

Affected users may work around this issue by adding the desired alert profile as an override on a network path belonging to a monitoring policy.
